Ratification of the Treaty of Lisbon

The Treaty of Lisbon was officially signed by the Heads of State and Government of the 27 EU Member States on 13 December 2007 in Lisbon, Portugal and came into force on 1 December 2009.

 

The table below sets out the timetable and the legal and institutional requirements for the procedure of ratification in each Member State, in line with its own constitutional system.

Parliamentary.

2/3 majority in both chambers

Ratification Bill approved by the Nationalrat on 9 April 2008 (151 votes in favour, 27 against) and by the Bundesrat on 24 April 2008 (58 votes in favour, 4 against). The ratification procedure was completed with the signatures of the President and the Chancellor on 28 and 29 April 2008.

Belgium

Parliamentary.

Simple majority in both federal chambers and in 5 regional and community assemblies

On 6 March 2008 the Senate voted in favour of the Treaty of Lisbon (42 in favour, 8 against). The House of Representatives voted on 10 April 2008 (116 votes in favour; 18 against and 7 abstentions). Regional parliaments have also approved the Treaty:

The Flemish Parliament on 10 July 2008,

The Walloon Parliament - 14 May 2008,

The Parliament of  the French-speaking Community - 20 May 2008, the Parliament of the German-speaking Community - 19 May 2008, the Parliament of Brussels-Capital Region - 27 June 2008.

Bulgaria

Parliamentary.

Simple majority

Ratified on 21 March 2008 (195 votes in favour; 15 against).

Cyprus

Parliamentary.

Simple majority.

Ratified on 3 July 2008 (31 votes in favour, 18 against and 1 abstention).

Czech Republic

Parliamentary.

Simple majority if no transfers of powers, or 3/5 majority in both chambers otherwise

On 18 February 2009, the Chamber of Deputies ratified the Treaty of Lisbon (125 votes in favour and 61 against). The Senate ratified the Treaty on 6 May 2009 (54 votes in favour and 20 against). The President of the Czech Republic signed the ratification law on

3 November 2009.

Denmark

Parliamentary.

Simple majority with at least 50% of the members present

Ratified 24 April 2008 (90 votes in favour, 25 against).

Estonia

Parliamentary.

Simple majority in the parliament

Ratified on 11 June 2008 (91 votes in favour and 1 against)

Finland

Parliamentary.

2/3 majority in parliament (transfer of powers)

Ratified on 11 June 2008 (151 votes in favour, 27 against and 21 abstentions).

France

Parliamentary.

Two steps :

1) Constitutional amendment voted by simple majority in each chamber and then a 3/5 majority in Congress (National Assembly and Senate together)

2) Ordinary ratification bill voted by simple majority in each chamber then.

Ratified on 8 February 2008 (the National Assembly - 336 votes in favour, 52 against; Senate - 265 votes in favour, 42 against and 13 abstentions).

Germany

Parliamentary.

2/3 majority in both federal chambers

Ratification Bill approved by the Bundestag on 24 April 2008 (515 votes in favour, 58 against and 1 abstention).

The Bundesrat approved it on 23 May 2008.

Greece

Parliamentary.

Simple majority (no transfer of powers)

Ratified on 11 June 2008 (250 votes in favour and 42 against).

Hungary

Parliamentary.

2/3 majority of voters, in the presence of at least 50% of the members.

Ratified on 17 December 2007

(325 votes in favour, 5 votes against and 14 abstentions).

Ireland

Parliamentary and Referendum.

Simple majority in both chambers and 50% of votes in referendum (Constitutional amendment)

Treaty was rejected by referendum of 12 June 2008 (46,6 % of votes in favour and 53,4% of votes against).

In the referendum of 2 October 2009 the Irish people supported the Treaty (67.1 % of votes in favour and 32.9 % of votes against).

Italy

Parliamentary.

Simple majority in both chambers

The Senato della Repubblica unanimously ratified the Treaty of Lisbon on 23 July 2008. The Camera dei Deputati unanimously ratified the Treaty on 31 July 2008.

Latvia

Parliamentary.

Simple majority of parliament with two readings.

Ratified on 8 May 2008. (70 votes in favour, 3 votes against and 1 abstention).

Lithuania

Parliamentary.

Simple majority in the parliament.

Ratified on 8 May 2008. (83 votes in favour, 5 against and 23 abstentions).

Luxembourg

Parliamentary.

Simple majority in parliament

Ratified on 29 May 2008. (47 votes in favour, 1 against and 3 abstentions).

Malta

Netherlands

Parliamentary.

Simple majority in both chambers

The House of Representatives voted in favour of the Treaty on 5 June 2008 (111 votes in favour and 39 against).  

The Senate voted in favour of the Treaty on 8 July 2008 (60 in favour and 15 against).

Poland

Parliamentary.

2/3 majority in the presence of at least 50% of the members of both chambers if defined as a transfer of powers, otherwise simple majority

The Sejm voted in favour of the Treaty on 1 April 2008 (384 votes in favour, 56 against and 12 abstentions);

The Senat voted in favour on 2 April 2008 (74 votes in favour, 17 against and 6 abstentions); The Polish President signed the ratification bill on 10 October 2009.

Portugal

Parliamentary.

Simple majority of votes in the parliament

Ratified on 23 April 2008 (188 votes in favour, 23 against). The formal ratification procedure was completed with the Portuguese President signed the ratification bill on 9 May 2008.

Romania

Parliamentary.

2/3 majority in a joint sitting of the Chamber of deputies and the Senate

Ratified on 4 February 2008 (387 votes in favour, 1 against and 1 abstention).

Slovakia

Parliamentary.

3/5 of members of parliament

The Slovak Parliament approved the Treaty on 10 April 2008 (103 votes in favour, 5 against and 1 abstention);

The Slovak President signed the Bill on 12 May 2008.

Slovenia

Parliamentary.

2/3 majority

Ratified on 29 January 2008 (74 votes in favour, 6 against)

Spain

Parliamentary.

Absolute majority in the Congress of Deputies and simple majority in the Senate.

 

The Congress of Deputies ratified on 26 June 2008 (322 votes in favour, 6 against and 2 abstentions).

The Senate voted in favour on 15 July 2008 (232 votes in favour and 6 votes against).

Sweden

Parliamentary.

Simple majority in the Parliament

Ratified on 20 November 2008 (243 votes in favour and 39 against).

United Kingdom

Parliamentary.

Simple majority in both houses. Rejection by the House of Lords would require an additional reading in the House of Commons

The House of Commons voted in favour of the Treaty on 11 March 2008 (346 votes in favour, 206  against). 

The House of Lords voted for the Treaty on 18 June 2008.

The formal ratification procedure was completed as the Queen gave her "Royal Assent" on 19 June 2008.
