COSAC recognises the needs to assess the working of the European democratic institutions, with regard to the application of the principle of subsidiarity and measures designed to strengthen the democratic legitimacy of the Union and bring the building of Europe closer to the citizens. It also recognises the need to deal at future COSAC meeting with questions relating to the Area of Liberty, Security and Justice, for which a specific Working Party may be set up.
